SACRAMENTO, Oct 12 - Gov. Davis signed the medical marijuana task force bill SB 420 by Sen. Vasconcellos. The bill, which establishes Prop. 215 enforcement guidelines and a state patient ID system, will take effect on Jan. 1st.

In other action, Davis vetoed Sen. Vasconcellos' bill to legalize  over-the-counter sales of hypodermic syringes. Davis vetoed a similar bill last year.

Davis also signed Sen. Speier's bill outlawing over-the-counter sales of ephedra, SB 582.
